The Lane is private property, so the parking is also private.

PARKING

Thirlestane Lane Assocoation

  • Parking is by private permit only. These are only available to TLA members, who are the residents of the Lane. Members also have permits to allow visitors to park while visiting them in the Lane. The money raised goes towards maintenance, insurance and repairs.  Council permits are not valid.

  • As well as preserving space for residents to park, restrictions are in force to reduce traffic and preserve the delicate cobbled roadway which was originally constructed only for light horse-drawn traffic. In addition cars routinely damage clothes poles, masonry and flower beds when trying to turn around.

  • The Lane is a cul-de-sac, so it is not a right of way.

  • Restrictions are enforced by the TLA and also by a private parking control company.  Currently the parking charge is £100.  For people who think that parking penalties are unenforceable in Scotland, please refer to this 2017 court case:     http://www.bbc.co.uk/news/uk-scotland-tayside-central-39478203

  • Although we understand the attraction of what appear to be available spaces in the Lane in an otherwise congested neighbourhood,  these spaces are reserved for permit holders (who pay dearly for them) and some need to be kept free for access to garages. There is usually plenty of metered parking available in nearby Thirlestane Road.

  • The TLA has the legal right to tow away vehicles without a permit and leave them on the public highway.

  • There is a 10mph speed limit due to the narrowness of the pavement which means that front doors are very close to the roadway. This is a particular hazard for children.

Excuses that we have heard:

"But I was just popping in to the chemist"

"The police told me to park here"

"I had to get my hair cut"

"I'm waiting for my permit"

"This is a courtesy car. My permit's in my car at the garage"

"The Council said it was OK"

"You can't enforce it"

"If it's a road, I can park on it"

"I live round the corner, so I'm a neighbour"

"I was only parking for a few minutes"

"The estate agent said it was free parking"

Yeah, right.
